  • Detail

Since the 1990s, with the rapid advancement of economic globalization and informatization in the world, China must promote informatization on the basis of unfinished industrialization, facing the dual tasks of accelerating informatization and completing industrialization; Facing the new opportunities and challenges, the Fifth Plenary Session of the 15th CPC Central Committee clearly put forward that "information technology drives industrialization, gives play to late developing advantages, and realizes the leap forward development of social productivity", "information technology is the general trend of economic and social development in the world today, and it is also the key link for China's industrial upgrading and industrialization and modernization. We should give priority to promoting national economic and social information technology"

enterprises are the main body of national economic operation, and the overall management level of enterprises is directly related to the development of national economy. Therefore, to implement national informatization, enterprise informatization is the foundation and core. So, how to understand the meaning of enterprise informatization, especially traditional enterprise informatization? In short, enterprise informatization is the process that enterprises use modern information technology to continuously improve the efficiency and level of production, operation, management and decision-making through the in-depth development and extensive utilization of information resources, so as to improve the economic benefits and competitiveness of enterprises. For traditional manufacturing enterprises, informatization mainly includes enterprise operation/management informatization, design informatization and manufacturing informatization. Enterprise informatization is not only the extension of information technology, but also the extension of enterprise management and organization management. It has become an important symbol of modern enterprises and an important part of measuring the comprehensive strength of enterprises. There is no need to list the importance of enterprise informatization to Chinese enterprises, especially traditional industrial enterprises

however, how far are China's non-ferrous metal industry enterprises from the true meaning of informatization

I. current situation of enterprise informatization

in January 2002, Beijing Antaike Information Development Co., Ltd. was entrusted by the State Economic and Trade Commission to start the research work on the topic of "using information technology to transform and enhance the policy research of non-ferrous metal industry". So far, a total of 53 large and medium-sized non-ferrous metal enterprises in Heilongjiang, Jilin, Liaoning, Inner Mongolia, Hebei, Henan, Shandong, Hunan and other provinces. 1. The factors that determine the quality of pressure testing machines have carried out letters and visits and field investigations on the development of informatization. PS. small failures of many material testing machines from the current investigation of these 53 enterprises, we have a preliminary understanding of the informatization status of non-ferrous enterprises

first of all, the overall application level of informatization in non-ferrous enterprises is low, and the construction level of information system is still in the stage of general affairs processing and simple information management, showing a situation of serious "information island", unable to share resources, and unable to give full play to the comprehensive advantages of informatization construction. From the 53 Enterprises we surveyed, only 17 enterprises have factory areas covering the whole enterprise, and 27 of the remaining 36 enterprises have local areas in subordinate units; 75.5% of computers are updated within 5 years; 49% of enterprises think their industrial automation level is average or insufficient; The fields of software application are mainly concentrated in several main aspects: daily office work, personnel wages, and financial management. Among them, financial management is better applied, while the computer level of sales management and production management is not high; 27.5% of enterprises have applied MIS system, of which 36.4% think the application is satisfactory, and 63.6% think it has not been applied; Seven enterprises have applied ERP system or are implementing ERP, and only two enterprises said that the application is good; For the difficulties in the application of software products in enterprises, 23.7% of enterprises believe that the software can not meet the requirements of enterprises, 32.2% of enterprises believe that the quality of employees can not meet the requirements of enterprise informatization, and 44.1% of enterprises believe that internal management factors hinder the informatization process

secondly, enterprises have insufficient understanding of informatization, with small investment and unreasonable structure. In the surveyed enterprises, the leaders and management of enterprises generally use computers to view relevant information and daily management. 34.1% of enterprises are led by the "top leaders" to significantly reduce the energy consumption of information processing; 15.9% did not specify the supervisor; From this point, it can be seen that the principle of "top leader project" proposed by the central government has not been fully implemented in non-ferrous enterprises; 30.2% of enterprises have set up management departments such as information centers or computer centers. At the same time, the investment of domestic enterprise informatization is far less than that of foreign large enterprises; Investment among domestic enterprises is also unbalanced; The unreasonable investment structure of enterprise informatization is manifested in: emphasizing construction over maintenance and updating, emphasizing hardware over software, emphasizing network over resources, emphasizing technology over management

third, at present, the utilization rate of interconnection among non-ferrous enterprises is relatively low. Among the surveyed enterprises, 16 have not yet stood. Among the 37 enterprises that have stood, 31 adopt the mode of virtual host, 5 adopt host hosting, and 1 adopts dedicated line access; Only four have adopted database technology, and one can be connected internally; 22 enterprises reported that the station had little or no effect at all. From the above situation, as an important part of enterprise information construction, station construction has not attracted the attention of a considerable number of enterprises. In the process of station construction, enterprises do not know how to give full play to the role of station in operation and management. At present, most of the established stations have old content and form, and the technology is single and backward, which has become a burden on enterprises in some aspects

fourth, the informatization construction of non-ferrous enterprises still faces many problems. There is a great lack of informatization talents, especially compound talents who understand both business and management and information technology. The brain drain is serious. Most enterprises believe that the lack of stable professional and technical personnel is an important reason affecting the implementation of informatization construction in enterprises in the survey; There are also many difficulties in the informatization of enterprise internal basic data. The technical standards and norms such as product coding and management coding are not unified, which seriously restricts the informatization construction and application; The supporting environment for social informatization has not yet been formed. The hardware infrastructure of communication varies greatly among regions. Some regions are very backward. Network security, financial certification and so on all need to be improved; The mechanism of "consultation supervision evaluation system" for enterprise information engineering construction has not been formed

II. Three stages of informatization construction of traditional enterprises

from some of the information collected in this informatization survey, and referring to other traditional industries such as chemical industry, medicine, steel, machinery, textile and so on, we believe that the informatization work of non-ferrous metal industry is relatively lagging behind. So how should our non-ferrous enterprises, especially a large number of small and medium-sized enterprises, choose their own informatization road? First of all, we will introduce the three processes of traditional enterprise informatization construction

2.1. In the start-up stage, informatization is comprehensive, systematic and integrated. It is a systematic project, involving all aspects of the enterprise. In principle, enterprise informatization construction should be planned uniformly from the overall situation, but objectively speaking, informatization is a long-term process full of risks, which cannot be achieved overnight. Therefore, in the early stage of information construction, enterprises are more willing to adopt the policy of unified planning and local promotion. In terms of long-term goals, program formulation and fund management, there should be an overall plan. At the same time, they should increase the intensity of infrastructure construction, and first invest funds in the links with the largest gap and the most prominent reform requirements. For example, non-ferrous enterprises will focus more on improving the automation of some production processes at this stage, Computerized transformation of the financial department and so on

2.2. Integrated application stage

when the enterprise completes the first stage of informatization, the degree of local informatization will be improved, the employees' cognition and mastery of information technology will be improved, and the hardware environment will be improved. If conditions permit, the enterprise can start to implement network integration transformation. Use the mature technology to build an enterprise level network platform, and integrate and optimize business processes on the basis of careful analysis and planning. The implementation of this stage is difficult and the investment will be relatively large, mainly including the following aspects: manufacturing system informatization, industrial design informatization, management informatization. Through the full implementation of informatization in this stage, the original vertical management mode of traditional enterprises can be transformed into a flat management mode, which can greatly improve the speed and quality of internal information flow, speed up the virtuous cycle of internal logistics and capital flow, and create favorable conditions for advanced e-commerce mode. The focus of this stage is the combination of information technology transformation and the establishment of modern enterprise management system, business process reengineering, management system optimization and reorganization

2.3. E-commerce stage

the advanced stage of enterprise informatization is characterized by the in-depth development of e-commerce. For a period of time, with the Internet entering the low tide of development, people began to reflect on the role that our traditional industry should play. We believe that traditional industry is the protagonist of e-commerce, and e-commerce is the main goal of information construction of traditional industry. The e-commerce we mentioned here does not simply mean that enterprises establish their own stations, publicize products, and even complete a certain number of primary sales. Its material carrier does not completely mean the stations of enterprises, but a modern enterprise management mode involving the networking and informatization of various production management links of enterprise production, supply and marketing. The enterprise station has become an extension of the internal information system of enterprises, which is dynamic and interactive, It can realize data exchange from inside to outside, so as to improve the overall efficiency of enterprise production, reduce operating costs, reduce staff labor intensity, and improve the comprehensive competitiveness of enterprises

III. Antaike's understanding and practice of nonferrous metals informatization

in view of the different actual conditions of the three stages of each enterprise, we believe that there are three needs at different levels in the informatization process of nonferrous metals enterprises: first, we need to understand enterprise management, master advanced information technology, and be familiar with the Informatization Consulting Organization of Chinese traditional enterprise operation, so as to provide enterprises with early and medium-term informatization plans and consulting; Secondly, experienced IT manufacturers are needed to help enterprises realize internal informatization. The core and difficulty is management informatization. Enterprises not only need mature technical solutions, but also need uninterrupted management consulting services to realize the gradual Informatization Transformation from point to area; Third, enterprises need to explore better forms of e-commerce with the help of Internet service providers, and call on it manufacturers to provide Internet based application services for certain types of enterprises or certain types of applications of enterprises, such as the establishment of business platforms for the supply and sales of non-ferrous enterprises, raw material bidding and large-scale engineering project bidding platforms, etc

based on our understanding of the current informatization situation of non-ferrous metal enterprises, we provide non-ferrous enterprises with multi-directional informatization services. In 2001, Beijing Antaike Information Development Co., Ltd. established a partnership with the aluminum processing plant of Shandong Aluminum Corporation to help the enterprise fully implement information construction. In the second half of 2001, we formulated an implementation plan for Shanlu aluminum processing plant. In view of the completion of the enterprise's infrastructure, we will focus on management informatization. The breakthrough choice is sales management
